For a good 5 years of my freelance career, a substantial portion came from MPTF and matching grants. In some circles (like the old Young Audiences program) MPTF was the only way the schoolchildren and the general public were able to see live classical music for free.

This is sad and while the MPF may go out with a whimper, its impact will be greatly felt over the long term.

What is John saying? Is the fund dead, almost dead, or what?

I read it as "dead unless new funding is found from state arts agencies," which to me is pretty much the equivalent of "dead."
